SLPPOA Board Meeting Minutes for September, 2004
Next meeting is October 12th
The intent of this newsletter is
to report the official minutes of the Board meetings and other unrelated events
or notices which may be of interest to our Association members.
Meeting
called to order at 7:15
Board meetings are normally held the 2nd
Tuesday of each month at 7:15 PM at the SLP fire station. All property owners
are welcome.
Board Members Presents: Ann Cooke, Brian Reardon, Kirk
Thompson, Wendy Bisset, John Fredlund, Jeff Erickson, Kay Karns, Karen Taylor,
Orlando Archuleta
Ann passed out an agenda. First order of business
is:
Who will be officers?
Wendy nominated Ann for President. She accepted and was voted in.
Then we stopped for introductions since we had several new members. Jeff
volunteered for VP and was voted in.
Ann proposed hiring
someone for Treasurer - search and let Wendy keep the job until we find someone.
Brian asked how much time it takes. Not much now, but more in November billing
season. Brian volunteered but requested tutoring. Wendy and Ann agreed. Voted
in!
Secretary - John volunteered. Went over need to get out new
members packets if we ever hear about new members and the need to snail-mail
minutes to the less electronic residents. Voted in.
Water - Kirk - no question. In!
Roads - Discussion about
what future emphasis will be, including DCS Enterprises' proposal of $1200/month
for 3 years. Kay volunteered to take the job. She claims she will be good at
motivating contractors. Orlando will assist in getting contractors out. A lot of
discussion and we silently elected Kay.
Karen volunteered for
architectural. Brian did not put up a fight, but did explain how the process
works. Karen accepted anyway. Legal chair - Ann volunteered, no one else did, so
she got it. Election chair - Karen volunteered and got it.
Parks - Insurance company
wants swing set in Black Bear park worked on. We could take it out, or fix the
drainage, or pay DCS Enterprises $520. Orlando volunteered to take parks, which
will take care of this. The little Cul de Sac on Chaco - Island has third park.
Needs thinning. Lots of suggestions for who can do this. Members estimated $200
- $500.
Do we want to consolidate covenants? Would make
architectural control a lot easier. Other possible "projects" for the coming
year. Revenue enhancements were highlighted, i.e., special assessment, dues
raised, etc.
Discussed whether we want to try to get remaining
residents to sign covenants.
Then we got to the September Bootzin letter. He sent us back the
same proposal that we refused. Discussed the fine points for new members,
similar to previous meetings. Read proposed response to September Bootzin
letter. Minor editorial changes made. One more review by email after changes was
approved. If no reply by email, approval is implicit. (Note this letter has
since been approved.)
Architectural Control
Owners
of lot 13 of unit 8 want to build shed resembling barn. Their sketch may show
the shed too close to the road. We will have to understand setback a little
better to decide on acceptability. Here is what Brian later learned from the
Assessor:
"I called the county clerk (505)867-7572 and spoke to the maps and
zoning people regarding the Barton property. After a fair amount of searching,
the information they had was quite interesting.
Here is what they had on Unit 8 lot 13, Barton's place:
1) there are no road easements.
2) roads are to be private until such time that Sandoval County decides
to take them over for maintence.
3) There is a 10ft Utility easement on the side, front and rear lot
lines.
<> 4) There is a 20ft easement parallel to the
subdivision boundary. The term 'subdivision' is referring to what we call the
Unit boundary. I have
another call into to a guy (Brad Stableton, 867-7616) who should know the
difference between an easement and a setback.
Assuming that an easement is not a setback, I believe the Bartons are
ok in putting in a shed at 29 feet. If an easement is a setback, then they will
have to go back 45 ft."
Karen Taylor's fence was approved.

Meetings this
year be held the second Tuesday of the month. That means next meeting is October
12th.
Meeting adjourned at 9:38 (past Secretary's bedtime
again).
