October 2004 Board Minutes
Next meeting is Tuesday, November 9, 2004
The intent of this newsletter is to report the official minutes of the
Board meetings and other unrelated events or notices which may be of
interest to our Association members.
Meeting called to order at 7:15
Board meetings are normally held the 2nd Tuesday of each month at 7:15
PM at the SLP fire station. All property owners are welcome.
Board Members Present: Ann Cooke, Brian Reardon, Wendy
Bisset, John Fredlund, Jeff Erickson, Kay Karns, Karen Taylor
Called to order at 7:25. Minutes read, amended, and approved.
Treasurer
Spent a lot of money on roads. Wendy passed around her budget and
expenditures for 2003, 2004, 2005. Discussed Trilobite base course
work. Some problems that the gullies aren't being filled in properly to
allow for drainage off of the roads onto personal property. Discussed
some options what to do now. We have $34,685 at the moment.
Water Report
No Water guy present
Roads Report
Spent $2000 more for the base course and it is in fair shape for now.
Total repairs ran ~$4000. The plan is to move on to Cerro Pelado next.
Probably will widen and
engineer a bit - can go by the report we paid for. Brian asked about
the cattle guards that need replacing. Ann recited old history how the
government agencies insist they don’t have responsibility. Kay will ask
Orlando to repeat contact with people he was talking to. The Trilobite
cattle-guard is totally filled in. The 134 one has been wrecked by a
plow or something. The route 10 one is not in perfect shape either. We
have a snow removal contract with DCS Enterprises.
Architectural Control
Spent the month learning the difference between setback and easement,
but little success.
Legal
Letter went to Bootzin, no word back. Have not followed up on
Cantrell’s wall, yet.
Parks
Bear park was fixed up very nicely (see last months minutes). Ann
assigned abandoned vehicle removal to parks. Remember that Mike Brown
wanted to help on this.
Forest Service/Firewise
Has been abandoned for the winter. Got the recognition letter from the
IRS. Copy has gone to the State and disappeared into their maw. Got
word that they are going to treat Cat Mesa. Went over history of Cat
Mesa project. Our “new” fire tanker arrived while meeting was in
progress.
Covenants, Bylaws, Special Assessments
Budget meeting next time must decide what to do to raise funds for
long-range planning. Getting votes in is hard enough that we should try
to work bylaws change at the same time. Next meeting is the budget
meeting. NOTE to Kirk - have all those little projects budgeted.

Glenda McGrath lives at the bottom of Hovenweep, is selling property.
The little triangle at the end of Hovenweep belongs to her. Potential
buyer is really concerned about the liability. Will the association
take it if they do the legal work? Sure.
Jeff asked about how we would determine what the special assessment
would be. Discussed options for raising money to repair roads.
