SLPPOA Newsletter October 2002

The intent of this newsletter is to report the official minutes of the Board meetings and other unrelated events or notices which may be of interest to our Association members.

Board meetings are normally held the 3rd Monday of each month at 7:15 PM at the SLP fire station. All property owners are welcome.

Meeting called to order at 7:15 p.m.

VanderHam read minutes from board meeting of September 16, 2002. Cooke moved, Lawrence seconded - minutes approved as read.

Maxwell, Redondo Vista resident, presented revised house plans for Architectural Control approval. Revisions included deletion of the previously approved garage and addition of a deck with an observatory in the center. Plans given to Schmiedicke for Architectural Control approval.

Discussion continued regarding the fork in the road at Los Griegos and Redondo Vista and the steep bumps added to accommodate drainage. There was a concern that momentum negotiating the road in the winter would be lost in slowing for the bumps. VanderHam suggested chains. Cooke-widen road at Redondo Vista. Thompson commented the property was originally not to be sold as year-round property. Doub will check with Pete on the problems with the road in this area.

Committee Reports

Treasurer
Lawrence distributed a packet to board members. $36,088.68 in SLPPOA's account. Receivables - two lots with the smaller debts cleared. The monies still owing will be assessed late fees. Lawrence requested board members help in keeping track of changes in membership.

Thompson re: wells 1 & 4 - is well 4 the one in Bootzin's meadow? No power coming out. We are paying a minimum monthly charge. There is no electric there right now.

System 2 telephone needs to be disconnected. Lawrence working with Valor for a January 1, 2003 turn off of special service phone. Lawrence originally asked for an August 6 disconnect…didn't happen but we will be reimbursed two month's payments. Lawrence presented a drawing for a new fire pit.

Cantrell - Do the legal costs include costs incurred for attorney's fees on the water? David Garcia needs to look at it closer. VanderHam commented that some other charges are in the Professional Services $1,889.32. We are not incurring any more than we are paying. Garcia basically works pretty much for actual hours spent on SLPPOA matters. His time spent at meetings is donated. Legal charges are not separate…call Lawrence for further information.

Thompson - Where are Shoenfeld charges? Lawrence - under Water. Discussion re: putting charges under Legal. Decided to keep charges under Water on a line designated as Legal Expenses.

Water
Thompson - 80% of pipe laid. Proposal on Aspen pump house from Mark Farquhar. OSE re: Schmiedicke's request. Looking at and discussing. Letter given to Schmiedicke for his signature. Thompson will mail when letter comes from State. Schmiedicke reported he has the letter regarding the pre-hearing from the State dated October 4. Cooke stated she has not seen it. Thompson requested a copy. We still need a letter with instructions. Shoenfeld may have gotten. Response needed by October 31 regarding the hearing. Garcia has a copy of the letter.

VanderHam received questions on where the water line stands. Requested Thompson put a quick update on the Web page or send update to board members so info is available for them to answer questions. Water line $5.50 ft. for 1,600ft. plus time and materials equals about $8,800 plus GRT (Jemez Springs) including pipe. Lawrence questioned using 20ft lengths rather than continuous. Thompson stated it was the engineer's recommendation - easier to use, provides for expansion and contraction with the fittings. Discussion regarding the contract with John Kennedy for this project. Thompson told VanderHam that a document (contract) would be coming. Contents of contract should contain provisions for handling any problems that may arise. Thompson will speak with Kennedy on the contract.

The leak in System 1 - 2 ft. of dirt on top of it and water didn't appear on top. Lost 5 - 6 gallons per minute underground. System 1 tank is full with no problem maintaining water level. It is surmised that System 1 ran out because homeowners were preparing for the fire.

Roads
Pete is finishing winter season roadwork. No problems seen by board members, but look for alternatives for Maxwell's problem. Widening needs to stay within easements. Discussion as to when to callout Pete - 3" to 4" rather than 6" was suggested. Where is the 6" measured?" Firehouse? Next year Pete plans to buy a large sander, this year he bought a large snow blower. The snow blower will be used when the snow is deep enough to throw it off the sides of the road rather than plowing it to the sides.

Thompson - The culvert at the "y" of Los Griegos and Cerro Pelado needs work. It's becoming more and more exposed. Thompson suggested that Kennedy may repair it.

Hovenweep on the right side about 2/3 of the way up the culvert is exposed on the north side across the road. This is the area the County plows. The culvert in the driveway of the Fire Station has been repaired and extended because of the big trucks using the fire yard.

Architectural Control
Schmiedicke reports two requests, one for a shed and the other for a retaining wall - both approved. Cantrell asked if wood sheds need to be approved.

Legal
No Report

Forest Service
Cantrell reports that sites throughout the subdivision have been cleared and the slash needs to be hauled off. There is wood for the taking behind the well house on Hovenweep. The Cul de Sac on Chaco needs to be done yet. Lawrence and Schmiedicke stated that Black Bear Park needs more thinning. Cantrell has been getting mixed messages - too thin, not thin enough. Cooke suggested this probably needs to be revisited in five years. Cantrell and Smith are following up and approving the thinning.

Long Range Planning
No Report

Firewise
Cooke has a meeting this week to plan for corridor chipping day. Thompson asked if Firewise had a Charter. Cooke is going to Washington on November 7 for a Firewise meeting. As for the chipping, the Forest Service will be supplying the chipper and the County will supply the trucks to dispose of the chips. Question arose as to where/how the chips will be disposed of. There will be another organizational meeting on November 23.

Jemez Corridor Water Right
Kate Watson called VanderHam. She was concerned about running out of time with J. Wallace on the grant money. Cooke stated that this probably wouldn't happen this year. Mutual Domestic Water Association will need by-law changes, and a vote because it will be public and not private. VanderHam will let Watson know this is not going to happen in the next few months.

Unfinished Business
Road Agreement
Doub distributed a copy of the Road Agreement for approval. After discussion, it was agreed that Doub would suggest to Pete 3 hrs. within callout as a definition of "timely snow removal". Schmiedicke moved, Smith seconded to accept the Road Asgreement, vote to accept unanimous.

Co-mingle of water system
Cooke - letter requesting dates to be set for mediation. Garcia sent letter on court date. Cooke to find out what the costs of going to court are. Should consider arbitration.
