The intent of this newsletter is to report the official minutes of the Board meetings and other unrelated events or notices which may be of interest to our Association members.

Board meetings are normally held the 3rd Thursday of each month at 7:15 PM at the SLP fire station. All property owners are welcome.

OFFICIAL MINUTES OF THE SLPPOA BOARD MEETING

October 15, 2001

Board Members Attending;

Meeting Called to order at 19:15.

Board Meeting minutes for August and September. Corrections to Sept - Mark Doub has a 3 year term Smith moved and Star seconded acceptance of minutes as corrected Minutes approved - with two abstentions.

Water Rights Discussion - At the Annual Meeting, it was decided to proceed with co-mingling the water rights for Systems 1and 2 and to review this with an attorney specializing in water rights law. This is to ensure that the State will not come back against SLPPOA in the future. SLPPOA gave Shoenfeld an overview of the water rights status and the current system configuration. He reviewed his credentials and experience in over 30 years of water rights legal practice in New Mexico.
Shoenfeld does not see any problems with co-mingling the water rights and does not believe that there are any issues in the co-mingling. He will review the file at the State Engineer's office and provide SLPPOA a researched opinion related to SLPPOA's co-mingling of water rights.
Cooke moved and Cantrell seconded a motion to hire Shoenfeld to address the co-mingling of water rights at a cost not to exceed $1500. Motion passed unanimously. The work will not be started until 10 days after the last posting date of the advertising of the co-mingling.
Shoenfeld suggested that SLPPOA should have a water rights acquisition plan to address future needs.

Discussion of Resident's Concerns and Issues
Several guests wanted to know the status of water System 1. Trilobite and Coryphedon were without water in the mornings and there was a water outage on Sunday. The water shortage was due to high use and a setting of the timer on the system. There was also a break on Chaco on October 14 that was spilling 15 gpm.
Additional leaks were found in System 2 - a two-inch pipe was leaking (4 -7gpm). It is important for residents to know that when signs about a water system problem are on the mailboxes, there is an active water problem. When the problem is fixed, the signs will be removed.
Kay Karns was concerned about the future development and SLPPOA's ability to supply water and maintain roads for full development of SLPPOA. She was also concerned about getting easements along property lines to upgrade and simplify System 2. One guest stated that some owners want compensation for the granting of easements. Kay and Mike Karns also discussed the plans for snow plowing this winter, specifically about the timeliness of plowing and the monitoring of snow levels.

Reports
Treasurer - Two outstanding accounts and three lien releases filed. Account balance is $38,441.81. Lawrence prepared a budget package, with 2001 budget, actuals and 2002 proposed budget for use in developing the 2002 budget.

Water - Pump houses and lift stations have been stained. Electrical work is complete and electrical pole is installed correctly. System 2 pump has lasted for 6 weeks. Multiple leaks have been fixed.
Property being developed on the High Road that are outside of SLPPOA. Some issues about use of easements, roads, etc need to be checked.

Roads - Doub has started his inspection of the roads. A ditch and culvert cleaning planned for October 20 with a work party. Doub will check with fire department and Thompson on water level before doing hydraulic cleaning.

Architecture - Reviewed a shed and approved verbally at the time and followed up with email. Thompson needs to be informed by Architectural on any new construction to ensure water is connected correctly.

Legal/Covenants - Covenants being reviewed and legal will manage the new water rights attorney.

Forest Service/Parks/Neighborhood Watch - Forest service burning and cleaning up a number of slash piles. Thompson identified that we may need to get an easement from a property owner or forest service to install a new water tank on System 2. Cantrell will continue discuss with Forest Service on an additional water tank and will report in the future.

Long Range Planning - Star and Smith presented an outline for a long-range plan. The Board discussed some of the points of the plan that will be developed for the Board's consideration over the next several months. Plan elements include routine maintenance needs, expansions for continued development, upgrades to improve the water and roads along with budget requirements for the activities.

Unfinished Business
Slash Pit - The pit needs to be burned and cleaned on a regular basis to allow property owners to thin and cleanup lots. Star talked with LCVFD about their burning the pit and SLPPOA donating $150 to the Department for each burn. The last time the pit was cleaned cost $1000.
Lawrence moved and Cantrell seconded that SLPPOA burn the pit and donate $150 to LCVFD to monitor the pit and put it out. Passed unanimously.

New Business Thompson identified that the water system operator needs to be paid more. He works 4 hours of billable time per week on the system. The system currently is maintained in complete compliance with all required state and federal regulations. Thompson moved that we pay water system operator $1200 per year, starting in 2002. This will result in a rate approximately minimum wage. Seconded by Star. Passed unanimously.
