SLPPOA Newsletter   March 2001

The intent of this newsletter is to report the official minutes of the Board meetings and other unrelated events or notices which may be of interest to our Association members.

Board meetings are normally held the 3rd Thursday of each month at 7:15 PM at the SLP fire station. All property owners are welcome.

NOTICES

SLPPOA has a new website www.sulphurcanyon.com/slppoa where members can post notices, keep up to date on the current events and issues, and access the monthly newsletters. The website will be updated whenever new information is submitted, so visit the site often.

In the near future, due to the fact that we can now offer important association news in a timelier manner via the internet, we anticipate discontinuing the monthly mailing. Hardcopy versions will be available upon request. If you have any questions or concerns, please feel free to contact us.


LATE FEE PENALTIES TAKE EFFECT APRIL 1

On April 1 a retroactive late fee of $15 and then $5 a month thereafter will be added to your unpaid balance.

OFFICIAL MINUTES OF THE SLPPOA BOARD MEETING
Board meeting called to order 7:26 PM
Board members in attendance: Wayne VanderHam, Ann Cooke, Suzanne Star,Eric Larson, Marj Sigler, Sondra Cantrell
Absentee Board members: Bill Sigler, Maggie Schmitt, Kirk Thompson
Guests: David Garcia, John Bootzin, Brian Curtis

VanderHam asked for corrections of the February minutes. Marj Sigler requested that a statement in the roads report be changed to read: "Meskimens has used up his $5000 advance and that there is still an outstanding balance left to be paid."

Cantrell moved to accept minutes as corrected. Larson seconded. Minutes, as corrected, were unanimously approved.

Treasurer: Marj Sigler
Marj Sigler reported an account balance of $57,689.82 and that there is still $10,171.20 in accounts receivable. This represents 33 lots, with four that have carryover amounts from last year. Two of the lot owners have partially paid.

She requested a notice be posted in the newsletter and on the website reminding lot owners that April 1 is the deadline for association dues payment. On April 1 a retroactive late fee of $15 and then $5 a month thereafter will be added to outstanding unpaid balances.

Marj Sigler stated that the SLPPOA accounts payable are current with statements, however there is a bill from Pete Meskimens for several plowings that will arrive at the end of the month.

She stated that SLPPOA will paid the Water Conservation Tax for the past two years, as meter readings are now current, however there are still outstanding penalties and interest. She stated that the state will calculate and bill SLPPOA for those amounts. She is also expecting a bill from an electrician who has been working on the water system.

Marj Sigler commented that the books have been audited and the taxes are filed and that she received one new member application with payment and a completed covenant acceptance form. She will deliver the new member packet soon.

VanderHam commented that he has done a mini audit on the tax returns and any association member is welcome to review this information. Contact Marj Sigler for details.

Water: Kirk Thompson
Thompson's email report stated that the electrician has completed the Hovenweep pump house wiring (Class 3R NEMA enclosures which are water-tight) and there is new conduit, GFCI outlets, switched outlet for a chlorinator, and a standard caged industrial light with a switch by the door! The system 1 unit 2 pump house is scheduled next to be retrofitted.

Thompson reported that he and Bednar are going to install a chlorinator in the Hovenweep pump house with spare parts and a pump on hand. SLPPOA should be in full compliance with applicable regulatory requirements.

The PumpTec-Plus systems that Bednar and Thompson installed a month back have already paid for themselves by saving the System 1, Unit 2 well from a near-certain death from a rapid-cycle condition due to power glitches on 3/14 and 3/15.

Thompson received the meter readings from Ara Stevens and has turned them over to Marj Sigler (for taxation & revenue), and Stevens, and faxed a usage report to Joey Field of the State Engineers' Office. Thompson reported that Field told Stevens that he had a meeting Wednesday (3/27) afternoon and would place our permit foremost on the agenda. Thompson thanked Ara and Donna Stevens for finishing this job.

Thompson has specified and ordered a 2" inline flow switch that will turn the chlorinator on at the booster station whenever there is at least 7.5 GPM flow into the transfer tank from the system 2 well(s). Bednar and Thompson will plumb it in after it arrives. As it is now, the chlorinator only runs when the booster pump is running, (which is controlled by HIGH and LOW level switches in the transfer tank).

Thompson also reported that his water system map is almost complete. When completed, he will work with his father on the hydrodynamic model. He thanked Eric Larson for his assistance in plotting the check prints.

Thompson's stated that his future plans when the snow melts, the mud dries, and the ground thaws is to re-roof the Hovenweep and system 1 unit 2 pump houses. He is requesting volunteers with carpentry experience to help. He also needs volunteers to help dig the trench for the new underground power to the system 1 unit 2 pump house. Please call Kirk Thompson at 829-9123 if interested in volunteering. The digging will begin after JMEC and Valor mark the locations of power and phone lines.

Thompson is also working on the problem with the system 2 storage tank level control system. He believes that lightning last fall may have been the cause of the problem.

Thompson commented that all the corrective water system work will probably over spend the allotted water budget, and may even necessitate a special assessment, (unless there are sufficient monies in reserve in the bank) and, if so, he sees it as an unavoidable situation to ensure that the SLPPOA water systems function properly in the future.

Roads: Bill Sigler
Marj Sigler reported for Bill Sigler that they are receiving fewer complaints regarding the road conditions. The Board discussed problems with this years snow plowing. Marj Sigler suggested that the Board revisit the snow plowing and road maintenance problems and complaints later this spring.

She stated that concerns regarding the drainage ditches along the surface roads of the association and the proper crowning of the roads will be discussed with Meskimens.

Star asked how the roads budget was holding up due to the wet year. VanderHam reviewed the monies already spent and Marj Sigler reminded the Board that we still have outstanding snow plowing bills to be paid. VanderHam commented that monies for spring road repairs will depend how much is left in the budget after the snow plowing bills are settled.

VanderHam requested that a 1980 Disclosure Statement on the Sierra Los Pinos Subdivision and the Property Report Notice and Disclaimer by Office of Interstate Land Sales Registration U.S. Department of Housing and Urban Development (HUD report) of 1976 be posted on the web. These documents have been available to prospective purchasers of property since the development of SLP, and include information on the conditions and rights regarding utilities, municipal services, road systems and special risk factors for SLP property. All residents are reminded that SLPPOA has a limited budget (based on annual member dues) for services, and that there are no guarantees beyond the stipulations of these documents.

VanderHam also requested that the SLPPOA Articles of Incorporation be posted on the website.

Covenants: Ann Cooke
Cooke reported that she has received comments from a few property owners and Board members. She stated that there are no deadlines to revising the covenants, only that she would like to encourage more property owners to get involved in the process and voice their concerns, so that these new covenants will better accommodate the needs of our members. She stated that in the near future she would be sending out copies for all residents to review. Property owners are invited to contact Cooke abcooke@sulphurcanyon.com for further details.

David Garcia, Board attorney reported that he researched the covenants recording dates and will send Star the recording information to be added to the website documents.

Forest Service: Sondra Cantrell
Cantrell reported that the forest service has burned 31 acres and that they will plow Forest Rd 10 to Cat Mesa and will start burning on Cat Mesa beginning April 2. They expect to burn between 25-30 acres. Access to the area is presently still closed. For more information on the forest service national fire plan initiatives and long range planning for thinning and clearing in the Jemez, refer to the Forest Service initiative document posted on the SLPPOA website Bulletin Page. Cantrell reported that the forest service will be holding a meeting in spring for public input on the national fire plan initiatives and that comments on the proposed project need to be received by March 30, 2001. Refer to the website for details or call one of the board members for information. Cantrell also stated that the forest service is planning to hire more fire fighters this year.

Long Range Planning: Sondra Cantrell
Cantrell reported that she is expecting information regarding grant monies for the water fire tanks to be mailed to her.

Larson suggested the possibility of putting the fire water tank(s) inside the fire station, on a supporting structure, which would offer protection from vandalism and weather, but would still allow for parking for the existing fire vehicles.

Parks/Neighborhood Watch: Maggie Schmitt

New Business:
John Bootzin reported that he will be improving the cattle guard and repairing the gate at Trilobite and Hwy 4 in the near future. He is planning to use existing hardware and needs volunteers to help. The repair is expected to take 1-2 days, and access will be closed during this time. He volunteered to talk with horse owners in the immediate area and post a notice on the website with the projected dates of construction.

John Bootzin also expressed his concerns regarding what restrictions are stated in the covenants regarding the parking/storage of excess operable and inoperable vehicles. He suggested that such "collections" have a detrimental affect on the values of the offending property as well as surrounding properties and the association in general. Board discussion ensued on past problems with lack of property owners' cooperation in removing inoperable vehicles to help improve their exterior property conditions for the benefit of the community. VanderHam commented that he will pursue a general request for property cleanup.

Cooke moved, Larson seconded; the meeting adjourned at 9:10 PM
