SLPPOA Newsletter April 2001
The intent of this newsletter is to report the official minutes of the Board meetings and other unrelated events or notices which may be of interest to our Association members.
Board meetings are normally held the 3rd Thursday of each month at 7:15 PM at the SLP fire station. All property owners are welcome.

OFFICIAL MINUTES OF THE SLPPOA BOARD MEETING
April 26, 2001
Board meeting called to order 7:22 PM by Cooke
Board members in attendance: Ann Cooke, Suzanne Star, Kirk Thompson, Bill Sigler, Eric Larson, Marj Sigler. Sondra Cantrell
Absentee Board members: Wayne VanderHam, Maggie Schmitt
Cooke read the minutes of the March meeting.
No corrections noted: Thompson moved, Cantrell seconded; the March minutes were unanimously approved as read.
Treasurer / Marj Sigler
Marj Sigler reported a LANB account balance of $55,654.60
She stated that there is $5,331 in outstanding accounts receivable. This represents 15 lots; four that have carryover amounts from last year and one lot partially paid. Marj Sigler stated that she will be sending statements monthly that will include a $5 or 1.5% late fee which every is greater, to every property owner now delinquent. Liens will be filed for all unpaid amounts as of June 2001, the date specified in the Bylaws.
Marj Sigler reported that all accounts payable have been paid.
She reported that she has not had time to reword the member letter in the new member packet and has not delivered a new member packet to a new property owner yet, however she did notify the new member that the packet would be forth coming.
Cooke reported that there are four liens outstanding.
Thompson asked if the state ever contacted Marj Sigler regarding water tax penalties owing. He also inquired whether Get Wired (the electrician) had been paid.
Water /Kirk Thompson
Thompson reported that the System I outage during the weekend of April 21 was due to power problems, but did not damage the system pump. He reported that the level control in system 2 is going to be fixed and that main power will be put underground to the system 1, unit 2 pump house. Other water system information that was reported by Thompson included: a flow switch which was paid for by Thompson from his personal funds has not yet been received and that Thompson will submit a request for payment, more parts have been purchased and all plumbing parts have been organized and inventoried, the shed has been cleaned up, a chlorinator has been installed in the Hovenweep pump house, the wiring for the Hovenweep and system 1 unit 2 pump houses are complete and a new power pedestal will be installed for the system 2 pump, the electrician is expected to be back in SLP middle of next month, Thompson's map of the system will include all the service disconnects and other buried stuff, and will be shipped off to his dad when finished, and that there has been no report from Joey Fields regarding the new well permit yet. More updates included: baseboard heaters have been installed, he still needs volunteers for carpentry work, spray paint and reflective tape has been purchased to mark repaired fire stands, and a buss transfer switch and cable has been installed in the system 1, unit 2 pump house which now allows us to plug right into the generator to run the system 1 pump in case of extended power outage.
Sigler asked if Thompson anticipated any budget problems, which could restrict any further upgrades to the booster station. Sigler agreed to work with Thompson and share road funds if needed. Thompson also projected that the SLP water resource /availability will most likely become more limited as future land development continues.
Cooke asked if the new trip condition of the new Pump Protec system on the water system pumps was manual or automatic. Thompson explained that it depends on the conditions prior to the power glitch. Thompson requested a reminder to all association members, that water conservation should be a year round effort. He suggested that conservation tips are available for review on the SLPPOA website. He also noted that when we have power glitches, depending on the nature of the power outage, the pumps may be tripped and require a manual reset. He explained that there are backup persons to help when such problems arise, however immediate reset is not always imminent. In these instances, until a manual reset is done, the pumps will not be running and filling the holding tanks and that the association may find itself without water for a short time. Please mind your usage at all times.
Roads / Bill Sigler
Sigler reported that Meskimens has started blading association roads and any recoverable base course will be reapplied. He also stated that more rework would be done and that several trees and brush need to be removed because they are in the way of Meskimens machinery. Thompson recommended that homeowners be notified that such clearing will be needed. Thompson also commented that the culvert by the booster station needs dirt on one end. Sigler suggested that some culverts need to be reset. Thompson reported that a culvert off Cerro Pelado Trail does not drain and is filled up with dirt. Sigler suggested that it needed to be dug up and reset at a better angle.
Larson asked about the recycled asphalt on Forest Rd. 10. He stated that it never did pack and other than holding the dust down a bit, the washboard problems still exist. Sigler stated that the laying of recycled asphalt on the steep upper part of Forest Rd 10 was not part of the county plan as he understood it, however, because it is a county road, there isn't much that can be done short of consulting with the county on the road maintenance.

Larson reported a fence has been approved.
Cooke reported that a partially burned home is turning into a garbage dump. Larson agreed to talk with the owner about cleaning it up.

Cooke reported that she is gradually sending out drafts for members to review. If a member would like to receive a copy, please contact Cooke.
Forest Service / Sondra Cantrell
Cantrell reported that two proposals regarding grants for water tanks were sent to SLPPOA. Cooke acknowledged receiving the information.
Cantrell stated that a grant that will include SLP would include two water tanks for our area. Cantrell suggested that more information would be coming. She also stated that it has been suggested that the tanks would be placed on Forest service land, possibly one by the Highway 4 and one within the SLP subdivision. Cantrell commented that she would send information to the board members when she gets it. Cantrell also stated that she had talked to John Hogan, USGS, regarding a meeting scheduled for May 10 on multi-resources homeowners public information. The meeting she suggested would address forest fires.

New Business
Larson suggested that the cardboard signs prohibiting overnight camping in the Vallecitos De Los Indios urban interface are being ripped down and that people are camping and setting fires in this area. Discussion ensued about how to prevent campers from starting fires in such close proximity to SLP. Star recommended that Larson contact the Forest Service and request more signs, so that new ones could be posted when old ones are damaged or disappear and request more surveillance by Forest Service personnel. Cantrell suggested that she would contact the Forest Service about the problem.
Old business
Cooke reported that she and other board members are receiving complaints again about dogs and members requesting the board to take some action as the county is not responding to calls. Cooke stated that the SLP board attorney has initiated a letter to the county attorney.
Cooke initiated a discussion regarding Star's requests to discontinue the monthly newsletter mailings. Star asked if any board member had received any comments from association members regarding the notice posted in the March newsletter about discontinuing the hard copy mailings. She suggested that due to the fact that we can now offer important association news in a more timely manner, that printing and mailing is cost and time consuming, that this manner of communication is not environmentally friendly, that monthly mailings was never a requirement, but a courtesy, and that because there has been no member objection to date, that she would like to discontinue the hard copy mailing and direct members to the SLPPOA website: www.sulphurcanyon.com/slppoa where they can review/read/print the monthly board meeting minutes and other pertinent information. Star added that in addition to posting the annual meeting minutes on the website, a hard copy mailing would be initiated for the annual association meeting. Special requests for hard copies from members who cannot access the SLP website should be forwarded to Star.
Sigler moved that hard copy mailings of the newsletter be discontinued, and that the membership be notified to view future association news on the new SLPPOA website. Cantrell seconded. Unanimously passed.
Thompson suggested that the slash pit needed to be burned. He volunteered to contact the proper authorities and proposed the weekend of May 4 for the burn. Future dates for slash pit burns will be posted on the website.
Sigler asked about the location of the new storage building. Larson and Sigler will investigate and propose a site.
Star read an email received from Bruce Crozier, Jemez Area Residents Association (JARA), www.jemez.com/jara alerting Jemez residents of a survey being conducted regarding concerns on the management of the Valles Caldera and its impact on the area. (The survey is available on the SLPPOA website on the Bulletin Page.) He also welcomed any area resident or property owner to join the association; no dues or meetings to attend. JARA is an educational and communications oriented organization.
Cantrell suggested that she recently heard Senator Steve Stoddard talk on this issue.
Marj Sigler made a request to change the board meeting day to Monday. Cooke suggested that a trial period ensue to determine whether the day change was feasible. Cooke called for a vote. Star abstained, Thompson voting no, Cantrell was in favor if the changed worked for all, remaining members voted yes. Monthly board meeting moved to Mondays temporarily.
